Ingredients:
- 1 cup of all-purpose flour

- 1/4 cup of powdered sugar for rolling

Instructions:
- Preheat the oven to 350°F (175°C) and line a baking sheet with parchment paper.
- In a mixing bowl, whisk together the flour, cocoa powder, baking powder, and salt.
- In another bowl, mix the granulated sugar, vegetable oil, eggs, and vanilla extract until well combined.
- Gradually add the dry ingredients to the wet ingredients and mix until a thick dough forms.
- Refrigerate the dough for about 10 minutes to help it firm up.
- Scoop a tablespoon of dough, roll it into a ball, and then roll it in powdered sugar until well coated.
- Place the rolled balls on the prepared baking sheet, spaced evenly apart.
- Bake in the preheated oven for 10-12 minutes, or until the edges are firm but the centers are still soft.
- Remove from the oven and let cool on the baking sheet for a few minutes before transferring to a wire rack.
